1991 was not an easy year for Spruce Falls employees and for the small community of Kapuskasing, whose livelihood depends on this pulp and paper mill. The recession was in full swing, and the price of newsprint was plummeting. The mill was to close. Nearly 1,000 jobs were at stake. Kapuskasing residents were furious, taking to the streets and blocking Highway 11, the Trans-Canada Highway. They even set up tents on the lawn of Toronto's Queen's Park to alert the media and the government.
